Preventing cuts to vital health services
The Health and Human Services Agency is among the largest areas funded by the state budget - second only to elementary and secondary education. Health and human services constitutes about one-third of the state's general fund. Health programs such as Healthy Families, Medi-Cal, Access for Infants and Mothers (AIM), Managed Risk Medical Insurance Program (MRMIP), are an integral part of our health care system, providing health care coverage to more than seven million Californians - about twenty percent of California's population.
These programs provide a vital link for Californians who would not otherwise be able to afford health coverage and health care. When the state's fiscal forecast sours, health programs are often among the first targets because of their sheer size in the state budget. Ironically, it is when the economy is bad that these programs are needed most: during bad economic times, Californians lose jobs, benefits, and income, which in turn qualifies many for access to these programs.
Health Access continues to fight efforts to reduce these programs in any budget cycle.
